What is a strong cleaning solution?
Most dull granite countertops I see are exactly what Fred mentioned.
Buildup from all the products the homeowner purchased and used everyday on his tops.
Especially overuse of 3 in 1 products that contain cleaners ,sealers and waxes.
You need to find out what is actually the issue. You need to know if the stone is abraded or it is a topical issue.
If it is abraded and dull it may be possible to start with higher diamond abrasives and polish after 3000 or a buff pad.
It can be tricky if you start at a lower grit level and have to remove the scratch patterns on a large area.
Granite refinishing requires experience. Black Granites if your not experienced can kick your butt.
Alpha ceramica are great diamonds to start working on granite with.
They are quite effective and straightforward to work with. They are expensive.
I would test those surfaces with a high alkaline cleaner or stripper and and a marble polishing compound .
That will get all the crap off the surface so you can see if the surface had buildup or if it is abraded.
If it isnt abraded or damaged then go right to a polishing compound like MB-20 or similar.
That should increase the luster enough to make the client happy.

Thank you all , very helpful.
I have learned that they been using a strong cleaning solution straight without being diluted with water .
So best granite polishing pads wat you all recommend?

Thanks for your help.

Odd for vanity tops to be than dull. Make sure it is not just buildup of dirt, wax etc.  I would try cleaning them first and than wiping them down with alcohol or acetone
