Possible it happened at the processing origin
Do some testing to see if you can remove
Maybe they are tooling marks

Was the grout sanded or non –sanded, I have seen floors grouted improperly using sanded grout and during the honing or even the polishing process some sand from the grout got into the slurry or the polish and will cause some scratching.
