Carl, there are several online companies out there that can provide a sort of "vehicle-based" time clock.
I haven't done any in-depth research on this but you might check out www.mygeotracking.com. They have a free demo and trial period. It says you can have alerts sent to you if they don't clock in and out, that there is a capability for lunch/break tracking, job status and a "photo proof of status" function among other things. it claims to require no smartphone, no software, little training, and no installation of tracking devices on vehicles.
There are others as well. The google searches I used were "track my fleet" (that was more large scale trucking dispatch type solutions, so probably not the best answer for you), "mobile time tracking" which got some good results and "mobile time clock" which produced the "mygeotracking.com" listing among others.

I know its only 15 minutes but add it up during a week and then if they run into overtime then the 1.5 kicks in.
Now if they were great employees I wouldn't care, But some of them are drag-asses and seeing this burns my ass

No-but if you get gps tracking you may be able to automate that process.
Not to mention all the other benefits of keeping your employees honest.
