Looks like it has moisture under the tiles, coming to the surface causing efflorescence. If that is the case the sealer will peel off. Might take a moisture meter an get a reading on it. Good luck.

Thank you in advance for an help you can give me on a non-shiny topical sealer for Mexican tile.  One of the photos is one that shows the basic look of the floor and the other is a close up of the peeling of the topical that is now on the tiles.  I plan on stripping the old one off and replacing it with a topical that is not shiny (Matte finish) because the porch is under cover, but screened-in.  What I need is a recommendation of what sealer/ or wax to use that will last without peeling.  This is one of my stone clients who needs help with something (Mexican tile) of which I know little.
