I had a similar project in which the client believed the installer had applied a grout sealer. In the event that this is the case, I've attached before and after pictures. My resolution included an application of a stripper followed by an alkaline cleaner...scrubbed and extracted after each. It came out pretty well, with some remaining faint effects.
