Depending what product manufacturer the color seal is . sometime an Alkaline stripper will remove, sometime acetone will remove it and sometime a paint stripper will remove it.
In training when we remove the Grout Perfect product we use an Alkaline Stripper , scrub and vac then apply acetone allow to dwell and then pressure wash it off.
It appear the product you are dealing with did not bond properly probably an Alkaline or paint stripper will remove.
