I agree with John and Brian. Striper + Truck mounted spinner + hot water and pressure will do. You may need to repeat the process few times.
I agree with the high alkaline or stripper options, depending on the color seal. Similar to John's suggest, a countertop spinner like a Mini Turbo Hybrid works very well after dwell time.Blain Haeg

In training when we remove the Grout Perfect product we use an Alkaline Stripper , scrub and vac then apply acetone allow to dwell and then pressure wash it off.
It appear the product you are dealing with did not bond properly probably an Alkaline or paint stripper will remove.
