I like Randy's idea of re-grouting.
Maybe do a copper cut first then-
I would cut all the grout out,float in new grout(mixed with latex)-standard white or similar. Cut off with diamonds and refinish the floor to high gloss finish.

What about using alkaline striper and tooth brush. Worth a try.
