Everyone is looking for shortcuts when they have to spend money and you have to come up with something to get the job and in the end they don't like it and you have to scramble to fix it. I don't know how big is the job but you can scrape most of it with that triangle hand grout scraping tool that they sale in HD and then use good wax stripper That may get you close to where you want to be but again i dont know how big is the job and you may also put some deep scratches if you not careful.

Yeah-They can have it any way they like-after all these years of neglect they should replace the grout and flatten the floor.
That would give them a easily maintained floor.
Shortcuts is what got them to where they are now!

Yes but we can grind the floor flat to expose new grout and then we finish it up to a Polish but that's still a huge expense and they are looking to try and short cut it

I like Randy's idea of re-grouting.
Maybe do a copper cut first then-
I would cut all the grout out, float in new grout(mixed with latex)-standard white or similar. Cut off with diamonds and refinish the floor to high gloss finish.

We have also color sealed the lines and it actually held up for quite some time and the other thing we have done is use that vibrating grout removing tool and just replaced with new grout. Good luck hope at least  one suggestion will help

What about using alkaline striper and tooth brush. Worth a try.
