Most of the terrazzo we work on has cove moldings(that what you have).
Use DIP's cut about an inch wider than the pad driver. (use a flexible pad driver)
Then run the pads in the cove from a horizontal and vertical position.
You can run the higher grits dry.
We do the coves after we polish the floors with polishing compounds.
The DIP pads work quite well usually we can use 1500 and 3000 grit.
You will see that if you polish into the cove it will become shiny as well.
Those coves look very even.

Micah, I would use a restoration grade clear paraffin based paste wax made by Bellizoni  or others. Check Granite City, Grand Quartz other Braxton Bragg. Apply and buff with an angle grinder equipped with a hard felt pad or steel wool pad.
