Find the water source-try and correct that if possible-change out the tile if possible or repair using urethane adhesives.
Like bill says probably just temporary repair-if you cant stop the moisture-

I also saw a floor I walked away from... Jerusalem gold limestone, in the kitchen between a very  large island and the countertops, a horse shoe formation. Very bad spalling all around the floor. Front the refrigerator all around to the stove and sink, really bad spalling. But when I lifted up the rug  in front of the refrigerator, oven/stove top and 2 sinks the limestone looked normal, no spalling or damage. 

So I assume the spalling was caused by something from the top. Not moisture from under. 

I was called out by Arizona tile to figure it out because they needed to know if they were liable for faulty product. 

Sometimes stone is like women... It leaves you scratching your head as you throw up your hands?

Salt impacting, I my opinion repairs are a band aid treatment because it will probably happen again over time. But may give the customer a few years.
