I would first try a deep clean using a 240 grit brush and a hydrochloric  acid based cleaner or maybe SCC grout and tile cleaner. If that does not work try a liquid based paint stripper such as Jasco sprayable if you feel it is coated.

stripper called Renegade we get out our local Daycon janitorial center.
After stripping a couple times, (using a Malish brush) I would use an
acidic cleaner(as the stone has a rough surface/honed/flamed) and oxyclean
combination. The Malish brush will be ideal for the textured surface and
the oxyclean may help brighten the older tiles to help match more closely
