You will need to do some testing here.
I don't usually see
Coatings on these types of floors but you can test using methylene chloride and see if you remove anything.
You mentioned you used a razor blade and nothing showed on the surface.
Salt and pepper Granite's are very porous and if not properly cared
For will look like that floor.
The yellowing could be oxidation which can occur in that stone.
A klenzstone product may work in this case .
A good set of diamond brushes or nylo grit may work as well.
I would put something in writing regarding the rust .
It may not come out and working with water could even cause more.
You can test for rust using ammonium thyioglycolate which will turn purple at the presence of rust.

stripper called Renegade we get out our local Daycon janitorial center.
After stripping a couple times, (using a Malish brush) I would use an
acidic cleaner(as the stone has a rough surface/honed/flamed) and oxyclean
combination. The Malish brush will be ideal for the textured surface and
the oxyclean may help brighten the older tiles to help match more closely
