Test with a moisture meter.
Most likely the patio has installation issues.
Improper drainage is probably one.
In this area I would walk ( no run) from a job like that. 
Using a crystallizer may not be a good idea.

I have a client with a 2nd floor marble floor outside. It got saturated with rain water. It has been about 3 weeks. Efflorescence from the moisture keeps wicking to the surface. Could I use a crystalizer to fix? Our should we wait till it dries on it's own?
