Good morning Pros, the moisture was between 12-15%. Took readings in 9 places in the shower some higher than 15 some lower than 12. Told her she may need to contact the installer. Was I correct in telling her this?

50-50 bleach and water spray will reduce the mildew and that's probably all that can be done. 

No sealer is going to help because all they do is slow down penetration time once the shower is wet for a few minutes it passes through the sealer.
If you add a topical coat sealer you'll just make it worse. 

I usually tell the customer in this situation it's going to be what it is because it's a bad choice of tiles and nothing can be done unless you tear it out and put in a different floor.

I've tried so many times to try to fix these type of issue with no resolve. 

Not everything can be fixed.

The moisture in the pan will evaporate upwards. You can do the math.

Looking at the pictures the color around the perimeter seems to be a pinkish/orange color.  This can be caused by a build up of soap.  If this is the case try a good soap film remover to remove the wax soap build up them try a proper mildew remover or bleach. to best clean the mildew.

Likely, regardless of a previous sealer application or any sealing that you provide post-cleaning, this floor will continue to have problems that can only be rectified by frequent scrubbing and cleaning.

Mosaics on high-use shower floors are always a bad decision. Less grout = less maintenance, in my opinion.
