I would definitely test to see if there is any topical sealer applied. An old ratty sealer will look bad and there probably isn't much you can as far as cleaning it to make it look better. But stripping and replacing will make it look great. Of course then you have your choice of water based vs solvent based, none-low-Medium-high gloss, color enhancing vs none.  I like Aldon chemical's products because they cover all the food groups. They sell little test vials for $8 apiece. I always keep some on hand.

Let the alkaline cleaner dwell for a few minutes, so it can break down the oil and grease that has penetrated into the slate. If you are using any type of hand tool or spinner/extractor, use low speed and/or low pressure, as slate will often shed some of the top layer.

It's possible that they have applied a topical sealer, which would make the process much easier.
