Yup  see this a lot in Florida.  It's due to the lack of weep holes. In other words, the water leaks into the setting bed and has nowhere to go, so it seeps out from underneath. I have fixed many of these by installing weep holes.

Here is something we don’t see very often in AZ. It drips from the bottom after a rain storm, but the patio itself is in excellent condition, no cracks in tiles/grout. All base has been caulked. We don’t know where the water may be coming from. Also, the mineral deposits left behind are far more than we usually see. Any thoughts on what to tell this homeowner or what type of company to send him to for help?
