I would not think this is spalling.  Looks to me like the tiles are butt jointed and moving causing the tiles to chaff on one and other chipping the edges of the stone.  Could be a hollow install allowing for the movement..  Not much to really do if you repair and the tiles keep moving it will continue to happen.

No loose or hollow tiles and no moisture find. There was a suppresin membrane than a laticrete product to ahear. Yes it is on grade but it is located on the intercoastal.
