When I saw the picture my first thought was those tiles are flexing. They're rubbing together and chipping. 

We've fixed a lot of those. 

I use a thin 5 inch non-chipping diamond blade and cut open all grout joints where chipping is visible. This makes an 1/8" gap or smaller. "VERY STEADY HAND REQUIRED"

Then I mask off both sides of the gap with 2 inch tape, going into the joint about an 1/8" . Then I pour liquid flowing epoxy into the grout joints and run a popsicle stick or something thin to leave room for Grout. Unmask quick before the epoxy hardens.

Now your tiles are bonded solid, no more movement no more chipping or grout cracking. 

Now color match and epoxy repair all your chips. Then grout. 

This works great for irreplaceable tiles.

Mostly when I see this the joints are all different sizes.
You can change out tiles
If they have extra and widen the joint before grouting.
You need to be able to push the grout down to the base of the tile.

1. is the tile hollow?
2. is the tile loose?
3. is there moisture present?
4. How is the tile set?
5. Is it slab on grade?
