The key variables for me are:
Initial roughness and what level do you start grinding?
Hardness of concrete?
Extra grinding to release aggregate?
Edge work required?
What kind of machine do you have and can you get it into the space? 
What are the power requirements?
If, for some reason, you have to cut wet, you have to figure out how to dispose of slurry. You can use gel maxx and mix the slurry with that I order to dispose of it as a solid. We go completely dry for the most part these days using an Ermanator vacuum system. 
$4-5 PSF sounds about right to me for an uncomplicated job, but make sure it's a large enough area to make it worth your while.
