I would replace. Mold and mildew can be a concern as well. Depends on how long the water was present and the quality of the water. Plus the substrate can also be compromised. I have an article on this very subject I can send

His question is this: If a Saltillo floor has gone through a flood, can it be restored or is it best for the client just to have the Saltillo replaced? Everyone's input would be very much appreciated.
