When we restore mex-pavers & Saltillo after stripping it takes a week to dry out before we can seal it because of the porosity and the amount of water to scrub it completely clean & stripped.  I would say if it has a sealer over it you need to strip the sealer off so it can dry out.
And Collect the stripping charge.

Then wait a few weeks or months to see how it dries out. If after a few months it's not dry there may be too much water trapped beneath to restore.

If they have insurance money and don't want to wait I say tear it out & start new because you don't know what other problems that may surface.
I would give a disclaimer to protect you from the unexpected

Hi Partners

One of our Partners in Houston has asked me to post this question because due to the floods they have been experiencing, they are having Internet issues.

His question is this: If a Saltillo floor has gone through a flood, can it be restored or is it best for the client just to have the Saltillo replaced? Everyone's input would be very much appreciated.
