Surely this has some sort of topical product (likely acrylic) on the top of the granite.  Improper sealer was applied perhaps.  I would imagine that a water based stripper would easily remove this film.

Subject: Bubbles on granite

I have a client that has bubbles that showed up on 2yr old granite and house, they said they only clean with dish soap and it never happened at their old house, she said if she scratches with her finger nail it orange peels, wondering what causes this and best fix?
