Take a piece back to the shop-sounds like Chinese quartz which is quite common these days.

Some Chinese quartz is actually(not quartz) composed of marble powders and will etch and stain.

These products can be treated somewhat like marble -

Then there is real stuff-engineered quartz that is treated just like quartz-you can use acetone or alcohol to clean off.

Best to find out what those marks actually are so you can solve the issue-

Would appreciate any feed back on a current job? When the fabricator removed the protective film from the tops, there are a lot of noticeable blotch spots, looking for any recommendations to remove the blotchy spots. Plus, can we use acetone to clean quartz? The issue is on about 100 plus tops in a new high rise.
