If the house is going on the market then I think the best solution would be to remove the bottom row of stained tiles and install new (assuming they have extra or you can match shade and veining). 
After you remove the stained tiles then you can get a better idea of what’s causing the water intrusion and resolve it.

You can try to dig that material out,dry it out ,and fill with waterproof type silicone,but I don't think you are fixing this without major demo and retile work
