Agree with Fred-those tiles can be tough to deal with-after intensive cleaning we run dip's on them(usually vortex pads)
Then to finish we have found using a guard product on them works great.

I would scrub with a heavy duty stone cleaner.  Might want to use a soft brush on a floor machine to get into the nooks and crannies
