The sink surface feels like both a metal or porcelain... hard to tell. 
But It is a metal sink.
The spots from the dai-glo looks like Enhancer dripped on a porous limestone tile. 
It seems to me there’s got to be something that can be applied to the surface to buff out the dark spots to lighten it up like tarnish on silver... I will try that too.
I was thinking possibly of buffing it out with barkeepers friend or some type of metal polishing compound. 
With that additional information any other thoughts?
