I agree with what everyone has said-no predictable results here-that rust looks heavy and deep.
This looks like the job that will never end-
These are the times when saying no may be a good thing. Just weigh out the pro's and con's.

Do a TEST with hydrochloric or you can use muriatic, start at diluted to like 1/20. Use a scrub brush to agitate. Give several minutes dwell time. Rinse well and neutralize. Evaluate and go from there.
