I think the moisture has to be removed from the equation-If the moisture can be removed using dehumidifiers and such you will be able to refinish it over. If the moisture is something that is present below the surface because of the environment it will be harder to correct. We run into this problem often enough in this area due to high groundwater levels ,springs,etc. 30 % isnt that bad but what is the source of the moisture-
