Dry Treat Intensifia is a color enhancing penetrating sealer. It should work fine on the concrete and they may need to re- seal often depending on foot traffic. However, I would test it first to determine predictable results. I also think there are better options available depending on what the designer is looking to accomplish.

They may not want a topical. I would ask the reason behind why they prefer  dry treat, i see what you are saying though.
