I should have grouted the seams before stripping to seal it off. After the stripping I filled with ns grout mixed with a little acrylic. I licked it (I know gross but it works) and it was real salty so I thing it is the stripper. I have a wet rag sitting on it to see how that looks once dry. I think it is from the water based stripper I was using that soaked into some cracks at the seams. This is a cement based terrazzo.
