I would use a solvent base material, mineral spirits would work. Acetone
would work, depending upon the amount of tar some of the alkaline based
strippers will work.
I would say in this case your best remover would be the mineral spirits.
There are also some actual tar remover you can purchase it depends upon the
amount of tar you have to remove.
