You can grind thru a coating like that, but you have to start with metals.
On a terrazzo floor it is likely you can start with resins. It would be
easier to just strip it first.

I am going to natural polish about 5000 sqft of waxed terrazzo. Do I
need to strip off the old finish with wax stripper or can I use a
