Here is a one time story that could help. One time I was stripping and resealing a Saltillo floor using basic floor stripper. I got through the slimy first layer but then there was a broken up-patchy looking sealer I couldn’t remove. After hours of trying the owner came home and said they had first put down a solvent based maybe epoxy type coat first then layered floor wax on that sealer. This was about 10 years ago.
