We recently worked on an almost identical project. First removed all old caulk. Next sprayed the steps with D2 Biological solution and then waited a few days for the solution to kill the biological coating. Next cleaned with a neutral stone cleaner using Malish brush on a side by side. Next replaced the old caulk with backer rod and exterior grade caulk. Finally sealed with Aldon SBS Sealer.
